Understanding KBLI 2025 and How to Determine the Right Business Classification

For global investors, entering the Indonesian market can feel like navigating a regulatory labyrinth. Amidst this complexity, one instrument serves as the primary compass: the Standard Classification of Indonesian Business Fields (KBLI).

What is KBLI?

The Standard Classification of Indonesian Business Fields (KBLI) is a system used to categorize Indonesian economic activities into specific groups. Simply put, KBLI is a “Great Dictionary” containing thousands of types of jobs and businesses, ranging from small grocery traders to high-tech companies.

KBLI is utilized for various purposes, including:

  1. Business Identity;
  2. Compilation of national economic statistics and analysis;
  3. Business licensing through the OSS (Online Single Submission) system;
  4. Determination of sectoral policies; and
  5. Determination of Business Field Classification (KLU) in tax administration.

KBLI is prepared based on the International Standard Industrial Classification of All Economic Activities (ISIC) published by the United Nations (UN). The current version, KBLI 2025, was established through the Regulation of the BPS-Statistics Indonesia No. 7 of 2025, enacted on December 18, 2025. This revision replaces KBLI 2020 with several adjustments to accommodate the latest developments in economic activities and business models.

How to Determine the Correct KBLI Code

1. Identify the Category:

KBLI categories consist of letters A to V (updated version), which represent the main type of business field.

2. Select the 2-digit Code: After finding the correct letter, choose the corresponding 2-digit derivative (Division).

3. Select the 3-digit Code: Choose the 3-digit derivative (Group) relevant to your business.

4. Select the 4-digit Code: Choose the 4-digit derivative (Class) which provides more detailed business activity options.

5. Identify the 5-digit Code: Finally, you will find the 5-digit code (Sub-class) specific to your ongoing business activities. Here, you will find a detailed description and the scope of the business activity.

6. Verify the Scope: You must carefully review the scope of the 5-digit code to ensure it matches your operations. Business licensing requirements (OSS RBA) are strictly tailored to the scope listed in the 5-digit KBLI.

Example:

If you wish to establish a business in building construction:

1. Select Category F (Construction).

2. Select 2-digit code – 41 (Building Construction).

3. Select 3-digit code – 410 (General and Specific Building Construction).

4. Select 4-digit code – 4101 (Residential Building Construction).

5. Select the specific 5-digit code, such as 41011 (Residential Building

Construction).
